When I read this quote it made me think of the relations with my asian grandparents. I was born in California and my grandparents were born in China. When I communicate with them in Chinese I find that sometimes they would look at me strange and say "huh". As the reading mentions, people can speak the same language but being fluent is different. You have to understand the languages culture and habits.
